Strengthening Data Protection Compliance in Armenia

This one-year initiative aims to enhance data protection standards and legal compliance in Armenia through the appointment of a dedicated Data Protection Lawyer. The project is a joint effort between the Media Diversity Institute (MDI), the Democracy Development Foundation (DDF), and the Berlin-based NGO Araminta. It supports Armenia’s progress in aligning with EU data protection standards, particularly within the broader context of the EU-Armenia visa liberalization process.

The Data Protection Lawyer will serve as an embedded expert, monitoring legal developments, assessing compliance with local and international regulations, and providing actionable legal recommendations. A core focus will be to strengthen the implementation of Armenia’s existing data protection law, identify gaps in enforcement, and contribute to draft legal reforms where necessary. The role also includes advising on lawful personal data processing, drafting data protection policies, and responding to data breaches through expert guidance and remedial strategies.

In addition to direct legal support, the project emphasizes capacity building for both civil society organizations (CSOs) and government actors. The lawyer will organize and deliver tailored trainings, prepare legal opinions and policy papers, liaise with regulatory bodies, and consult with key stakeholders to promote transparency and accountability. Special attention will be given to enhancing CSO engagement in policy advocacy, contributing to the broader democratic development agenda in Armenia. Project partners are cooperating with the Council of Europe’s Data Protection Commissioner and other international experts in efforts around capacity building.
